The Building Department processes all permits for construction in the City of Lake Helen with the exception of wells, septic systems and irrigation systems. The Building Officials review all plans to assure they meet the requirements of the Florida Building Code. Field inspections are conducted to make sure structures are being constructed in accordance with approved plans and codes. Tree Permits and Land Alteration Permits are reviewed by the City Planner.

City Hall hours: M - F, 8:00am to 4:30 pm A property owner may act as the contractor. Owner/Builder must appear in the office to sign the application and any other necessary forms. New Residential Structures: Before starting the permit application process verify the zoning regulations and codes for the type of structure you plan to build. Commercial: Commercial buildings/projects will need a development review before a building permit application can be submitted. Please direct Development Review questions to: City Administrator/City Planner, Don Findell: Lake Helen City Hall 386-228-2121. Two copies of any supporting documentation must be submitted with your Building Permit Application. Application fees are due at the time of application submittal. Fee Schedule Septic, Well and Irrigation Permits are issued by the Volusia County Health Department. Their offices and service areas are indicated on the Volusia County Website.
